The United Arab Emirates’ Prime Minister Sheikh Mohammed bin Rashed Al Maktoum has announced the creation of two ministerial posts for happiness and tolerance as part of the “largest structural change” in the UAE’s history.
According to the Emirati ruler, the Minister of State for Happiness will be mandated with aligning and driving government policy “to create social good and satisfaction,” while the Minister of State for Tolerance is expected to “promote tolerance as a fundamental value in UAE society.”
Sheikh Mohammed also announced several other changes and additions to the Emirates’ government, including merging the ministries of education and higher education and the appointment of a 22-year-old woman Minister of State to lead the newly formed UAE Youth National Council.

Altogether, the new government structure will have fewer ministries but more ministers, which Sheikh Mohammed said will allow the ministers to “manage changing and dynamic strategic portfolios.”
The overhaul announcement coincided with the World Government Summit, currently being held in Dubai, where 3,000 world leaders, government officials and intellectuals have gathered to discuss “the best ways to develop the future of government, based on the latest developments and future trends in government.”
